Why convert a MOV to WebM at all?+

Because browsers and open platforms want it. MOV with HEVC will not play in Firefox or Chrome without licensed decoders, and some wikis and forums accept only WebM. If you simply need something universal, MP4 is the easier target.

My MOV is HEVC — will that work?+

Yes, decoding HEVC is supported in this build. It is slower than H.264 to decode, so allow more time than a clip of the same length in MP4.

Will the file get smaller?+

Not reliably. VP8 is not more efficient than modern H.264, so expect a similar or slightly larger file. Convert for compatibility, and use Compress Video if size is the goal.
