How is this different from turning the volume up?+

A volume boost multiplies everything by the same amount, so the loudest peak hits the ceiling first and clips while the quiet parts are still too quiet. Normalisation measures perceived loudness over time and adjusts against that, with a true-peak ceiling that prevents clipping. It fixes inconsistency; a volume control cannot.

Which target should I choose?+

−16 LUFS for podcasts, spoken word and video — the de facto streaming standard. −14 LUFS is what most music platforms normalise to, so mastering louder than that just gets turned down again. −23 LUFS is the EBU broadcast standard and will sound quiet outside that context.

What is LUFS?+

Loudness Units relative to Full Scale — a measure of how loud something actually sounds to a person, rather than how large its peaks are. Two files can peak identically and differ enormously in perceived loudness, which is exactly why peak normalisation was abandoned for this.

Will it fix background noise or echo?+

No, and it may make both more noticeable by raising quiet sections. Normalisation levels loudness; it does not clean up a recording. Deal with noise first if there is any.
